Government Launches Employee Satisfaction Survey Targeting Public Officers

The Public Service Commission (PSC) has rolled out a service-wide survey to evaluate employee satisfaction and workplace conditions across government institutions with the aim to strengthen efficiency, accountability and service delivery in Kenya’s public sector.
In a notice dated Tuesday, September 9, 2025, PSC said the survey is designed to determine how satisfied public officers are with their jobs and whether their workplace environments are conducive.
The Commission noted that the findings will guide reforms aimed at enhancing staff welfare and promoting better governance practices.
“To this end, the Public Service Commission is undertaking an employee satisfaction and workplace environment survey to determine the level of employee satisfaction and suitability of the workplace environment,” the notice stated.
The exercise will cover six categories of public sector institutions under PSC’s jurisdiction. These include Constitutional Commissions and Independent Offices, Ministries and State Departments, Statutory Commissions and Authorities, State Corporations and Semi-Autonomous Government Agencies (SAGAs), Public Universities, and Technical and Vocational Education and Training Institutions (TVETs).
According to the Commission, the data collected will form a baseline for assessing employee satisfaction levels across the public service.
PSC added that the information will also shape policies that promote better working conditions and ensure efficiency in service delivery.
The survey is in line with Article 234 (2)(e) of the Constitution and Section 62 of the PSC Act, 2017, which require the Commission to safeguard an efficient and effective public service. Authorized officers and human resource leaders have been directed to support the rollout by encouraging maximum participation.
PSC has provided an online platform for the survey, accessible via its website or through a QR code included in the notice.
