Ruto Urges Fans to Observe CAF Rules Ahead of Kenya–Zambia Match at Kasarani

President William Ruto has called on Kenyans attending Sunday’s football between Kenya and Zambia at Kasarani Stadium to strictly observe the rules set by the Confederation of African Football (CAF).


Speaking at State House, Nairobi, after meeting leaders from Kisii and Nyamira counties, the President said the national team had prepared well for the fixture and was capable of securing victory, but urged supporters to ensure the game is played in a safe and orderly environment.


“On Sunday, we have a match between Kenya and Zambia at Kasarani. I ask all Kenyans to avoid causing distractions and to follow the procedures and CAF rules. This will help us keep our football fair, safe and respectful,” he said.

Ruto emphasised that discipline in the stands was just as important as performance on the pitch, warning that unruly behaviour could harm the country’s image and future opportunities to host major tournaments.


“Let’s protect our nation’s reputation as a country that plays football with respect and fairness,” he added.

To promote inclusivity, the President announced that the Nairobi County Government and the Ministry of Sports would set up fan zones across the capital and in other parts of the country.

These spaces will be fitted with large screens to allow those without tickets to watch the game live.


“Those with tickets must be orderly, and those without will still enjoy the match from fan spaces. Let us protect our team’s and our country’s chances,” he urged.

The Harambee Stars will host Zambia on August 17 in a match which is expected to draw a large crowd as it will be the game that will charge if Harambee Stars will qualify for the quarters.


Ruto’s plea follows a number of disciplinary breaches in the previous games like during the African Nations Championship (CHAN) qualifier between Kenya and Morocco at Kasarani played last Sunday on August 10, 2025.


Following that, in a press statement dated August 13, 2025, CAF Disciplinary Board fined Kenya Sh6.45 million (USD 50,000) following safety and security lapses.


The fine followed a previous sanction by CAF, which on August 11, 2025 imposed a Sh2.5 million (USD 20,000) penalty on Kenya for security breaches during the Harambee Stars match against DR Congo at Kasarani.


In addition to that, CAF has also announced stringent new regulations for upcoming fixtures, limiting attendance to 27,000 spectators for the August 17, Zambia vs Kenya match and allowing entry only to holders of electronic tickets, effectively banning thermal or paper tickets.


The fines are to be paid within 60 days of notification.
