The Director of the Directorate of Criminal Investigations (DCI), Amin Mohamed, has cast doubt on former cabinet secretary Raphael Tuju’s alleged abduction, suggesting that the incident may have been staged.

Speaking on Monday, March 23, at the DCI headquarters, Amin claimed that investigations indicate Tuju never left his Karen residence during the period he was reported missing.

According to the DCI boss, forensic analysis and intelligence gathered by investigators placed Tuju at his home even at the time his phone was switched off on the evening of March 21, 2026.

“Based on solid intelligence and meticulous forensic analysis, the DCI conclusively, and I am saying this without an iota of doubt, Tuju was physically present within his residence throughout the period in question. Even at the precise time his mobile phone was switched off at 18:18 hours on 21st March 2026, he was at his Karen residence,” Amin stated.

Amin further revealed that detectives were swiftly deployed to secure Tuju’s home after his family reported him missing. He noted that the family initially resisted allowing access to the premises.

“Following the family’s initial denial of access to Tuju’s residence, the National Police Service escalated the matter with utmost urgency and utmost resolve. A combined operational team comprising uniformed police officers and experienced plain-clothed detectives was immediately deployed to secure the location and, in particular, the residence of Raphael Tuju,” he said.

The DCI boss also suggested that Tuju reappeared at a time when officers were closing in on what he termed the truth, implying the disappearance may have been intentionally orchestrated.

“When confronted with the reality that police were closing in on the truth and that his deception could no longer be sustained, Tuju chose to resurface, thereby confirming the investigators’ earlier well-founded suspicion that this was a carefully staged disappearance rather than a genuine case of abduction,” Amin added.

Amin warned that the National Police Service will take action against individuals found to have fabricated abduction claims, saying such acts waste public resources and erode trust in state institutions.

“The NPS will pursue this case and similar incidents to the fullest extent of the law. We are resolute in ensuring that deliberate attempts to mislead Kenyans, squander police resources, and undermine confidence in our national institutions are thoroughly investigated and that the perpetrators are held accountable,” he stated.
