Fuel Scandal: EPRA Names Dr. Joseph Okech as Acting Director General Following Daniel Kiptoo’s Resignation

The Energy and Petroleum Regulatory Authority (EPRA) has appointed Dr Joseph Okech as Acting Director General, following the resignation of Daniel Kiptoo amid the ongoing fuel stock scandal. 


In a statement, the EPRA Board confirmed it had received Kiptoo’s resignation and moved swiftly to ensure continuity within the authority by naming Dr Okech to the interim position. The board expressed confidence in his leadership, noting his extensive experience of over 25 years in the energy sector.


Dr Okech holds a Bachelor of Science degree in Electrical Engineering from the University of Nairobi and a PhD from Kenyatta University.


The appointment comes at a critical time, as investigations intensify into allegations that senior energy officials falsified fuel stock data to create an artificial supply crisis. Authorities believe the move paved the way for an emergency fuel import deal conducted outside the government-to-government framework, reportedly at inflated prices and involving substandard fuel.


Kiptoo is among several top officials who resigned after being arrested by the Directorate of Criminal Investigations (DCI). Others implicated include Joe Sang of the Kenya Pipeline Company and Petroleum Principal Secretary Mohamed Liban.


EPRA has reassured stakeholders that the authority remains stable and fully operational despite the leadership shake-up.


“The board has appointed an Acting Director General to ensure business continuity and eliminate uncertainty in the sector,” the statement said.


The board added that the recruitment of a substantive Director General will follow due legal process, including consultations with relevant authorities as stipulated in law.


Dr. Okech now takes over at a time when the spotlight remains firmly on Kenya’s energy sector, with growing public and political pressure for accountability in the unfolding scandal.
